THE NIGER DELTA HAVOC AND THE SOUTH SOUTH GOVERNORS : A CONSPIRACY OF SILENCE

Recent happenings in the Niger Delta region of Nigeria, particularly, the South South has raised a cause of concern as to the viability and workability of the political Institutions of those states. The greatest threat to the survivability of the region presently is the emergence of the Niger Delta Avengers, a group many see as coming out straight from Hell.

The Niger Delta Avengers started as a kindergarten local militia which many saw and treated with kid gloves,they made several demands which was anchored on some sense(less)(ible) demand from the Federal Government, and from their body language which was unusually calm, sent a very weak signal to the Federal Government even including the citizens that they are just some hunger-driven fellows who will be effortlessly crushed by the Federal might. However, the reverse has turned out to be the case as the group has surprisingly and increasingly lived up to their threat. The consistent destruction of the oil facilities in the region has taken the Federal Government by surprise. The Avenger's vengeful way of repelling the joint force sent to the zone to quell the crisis is a sure fact that the group will not seize their pipeline bombardment soon.

It is most worrisome and perhaps, curious, that in spite of threat to security of lives and property in the region, the Governors of South South who are also the Chief Security Officer's of their respective States are extraordinarily silent, as if there is a general peace and tranquility in the area. I have always been against the vandalization of oil facilities and unrest in the Niger Delta region by whatever guise, whether as a message against environmental pollution and degradation or against marginalization of it's citizens, but it is always a curious thing to discover that, the Chief Executive Officers of this region are unusually calm and silent over the sad situation. One wonders the problem of the South South leaders when it occurs to him that this is not the first time the South South is experiencing this type of situation.

Some time in mid-1980's, the minorities were left in the equation of governance and control in Nigeria, from whose land much of the resources are exploited. In a country were there is no environmental protection, the oil companies continue to operate insensitively, often times,leaving the people with a complete devastated environment. It is even more pathetic seeing the people in a pristine conditions such as existed hundred years ago yet billions of dollars worth of oil were being carted away from beneath their mud houses that have neither pipe-borne water nor electricity. It is not uncommon to see children in an oil rich community with kwashiorkor as a consequence of severe malnutrition. Tam David-West from a minority state was a Petroleum Minister under Babaginda. According to Tom Mbeke Ekanem in his book "Beyond the Execution", he uncovered a massive fraud with tentacles all the way to the top, and when he questioned this, not only was he relieves of his post, he was sent to jail on frivolous charges. For Tam, as a principled individual, he did not have to toe the line and be a 'yes-man' like a slave.

Again, after years of unanswered demands and protest against exploitation of their land by the oil companies and the Nigerian Government, in 1990, the Ogoni people decided to formally organize themselves into a powerful bargaining group. They issued series of demands in the form of Bill of Rights to the Nigerian government, adopted and signed by the representatives of the six clan, Ken Saro Wiwa though the initiator of the Bill of Rights, had no portfolio, but was just one of the six signatories representing Ken Khana. To carry out the aims and objectives of the Ogoni Bill of Rights an organization known as the "Movement for the Survival of Ogoni People" was formed. It's first President was Garrick Barilee Leton. Ogoni had in 1993 gathered more men and women for a celebration of what is called "The Year of Indigenous People" were Saro-Wiwa, the ever energetic  Speaker said "in recovering the money that has been stolen from us, I do not want any blood spilt; not of the Ogoni man and not of any stranger among us." However, Ken was later framed by the Federal Government as causing the attack of some elders, like Alhaji Kobain, Baday and so on. He was charged with murder of four men, alongside other Ogoni activists. One of the things that inspired me about is his doggedness and unwavering belief in the trueness and rightness of his cause. In one of his trials, he adapted one of the famous English writer William Blake: "I will not cease from mental fight, nor shall my pen sleep in my hand till we have built a new Ogoni in Niger Delta wealthy land." The defence team for Saro Wiwa and other accused, led by the late Chief Gani Fawehimi made several unsuccessful submissions that their client have no case to answer. He was nevertheless sentenced to death by hanging. But before he departed, he said: "I call upon Ogoni People, the people of Niger Delta and the oppressed ethnic minorities to stand  up and fight fearlessly and peacefully for their rights."

It may perhaps be said that his Excellency, Architect (Obong) Victor Attah heeded this advice, when in 2002, he dragged the Obasanjo led Federal Government to court to review the hitherto derivation principle which was also a continuation of the marginalization of the minority. Attah's vision for Nigeria has placed him as one of the foremost National patriots. Obong Attah's conception of the Resource Control issue, as he has rightly explained to other Nigerians at many fora has been to seek more creativity, Indigenous participation and control of the commanding height of the national economy, better economic opportunities and local resourcefulness. As Chairman of Governors forum, Obong Attah used the forum as a check to the Federal Government, and was successful in forging the unity of the South South through the Governors of their respective states. Little wonder they were able to contend with the all powerful Obasanjo-led Federal Government. Attah won so many international accolades for his role in Governance and Resource Control including international Award for Honour in Leadership role in Governance and Resource Control from the Nigerian family Association is Sweden.

In the same vein, Rt. Hon. Chibuike Amaechi, in his days as the Governor of Rivers state, took over from where Obong Attah stopped. He challenged the Jonathan-led Federal Government on the use and appropriation of the excess crude money, which ultimately created a very wide abyss of enmity between him and the Federal Government. In his days as the Chairman, Nigeria's Governors Forum, he checked the powers of the Federal Government using the forum, this led to his clampdown on virtually all his political life as the Governor, but he said something, that is what matters.

The activities of these brave men show that every so often, the voice of the dissent could be heard from afar and near among the oppressed minorities.

It is rather unfortunate that there is a dearth of these calibre of men today in the South South. This is even more ostentatious that we now have the likes of Governor Ayo Fayose of Ekiti state taking up the responsibility of the South South Governors. Lambasting and lampooning the Federal Government for their insensitivity towards the plight of the Niger Delta Region, a commendable feat that eluded the cowardly governors of the crises-proned region. A reasonable question to ask would be,"What has happened to South South"?

Governor Nyesom Wike started as a vibrant voice for South South, but it was silent immediately after his visit to Aso Rock a fortnight ago. Governor Dickson of Bayelsa state has become a regular visitor to Aso Rock which has further empowered him to plunder his state into a heap of debts and emboldens him to abandon the people he callously claims to govern even on the verge of the Avenger's angst. Governor Ben Ayade is too engrossed with his academic governance to say a thing. Governor Udom Emmanuel is busy granting interviews to media Houses, promising high heavens where there is none, with his pink lips and a white-coloured horn- rimmed glasses, he forms fine boyish all around the place relegating the functions to which he was elected to the background. His chicaneries is a well-known phenomenon. Governor Okowa is but a mere appendage of the PDP. To him,the business of governance ends with the appending of signatures. Governor Adams Oshiomole is already calling for the head of the South Southerners. What is the problem with this set of Governors?

Comparatively, the West will boast of Governor Ayo Fayose, the North has Governor El Rufai. It is then no wonder why the East and South South are the worst regions in Nigeria.

I therefore call on the South South Governors to come home and listen to the groans of its region. They should forge a bond and work together, they should have a policy directive and objective which centers around the problem of the region, they should face the Federal Government as a body, for only then can they win the war against marginalization, pollution, environmental degradation, malnutrition, abuse, poverty, underdevelopment and so on. Let the words of Ken Saro-Wiwa live, let him know he did not die in vain.

In the case of Hon. Aluzu Ebikebuna Augustine, (member LAWSAN House of Assembly representing Constituency III) v The Speaker House of Assembly, praying the Court to quash the unilateral decision of the House Committee of Ethics and Privileges declaring his seat vacant without recourse to the law and adherence to the doctrine of fair hearing.

The Court today, 13/5/2016 sat to hear the substantive suit. Hon. Aluzu, the plaintiff was represented by a Senior Advocate of LAWSAN, Rt. Hon. Dignity Ekop (SAL), who appeared with Aganin Uchewaji.

In the address to the Court, and as contained in the Originating Summons served the defendants, two issues were put up for determination.

(1) Whether the purported declaration of the seat of the plaintiff vacant based on section 17(d) and section 21(1) of the LAWSAN Constitution, 2012. And it's purported report of the LAWSAN House Committee on Ethics and Privileges as contained in the notice dated 7th March 2016, signed by the Clerk of the LAWSAN House of Assembly has any force of law whatsoever.

(2) Whether the absence of fair hearing by the LAWSAN House Committee of Ethics and Privileges vitiates the probative value of the report of the committee.




The Plaintiff also sought two reliefs:

(1) A declaration that the notice of the purported declaration of the seat of the Plaintiff by the LAWSAN House of Assembly is illegal and unconstitutional and therefore null and void.

(2) A declaration that the Plaintiff remains a member of the you of Assembly.

Nsinyene Charles, J., after listening to the submission of Dignity Ekop (SAL) granted that:

The right to be heard is a fundamental right of every citizen,and since the defendants was not in court or his Lawyers, he extended time to avail the defendant the opportunity to enter his defence and appear in court at the next court sitting.

The ratio was also applied in the case of Nango Nango Douglas v Uwana Akpan, Ubokolo v The Speaker, LAWSAN House of Assembly.

The case was adjourned to the 18th of May 2016 for further hearing.

When Francis Bacon intoned that “Some are born great, some achieve greatness ,some have greatness thrust upon them’’ he had Bassey  Albert in mind. This assertion was further emphasized by the understanding that when a man is born, it is only in rare cases will he break through the barriers and convention of his age and send signal to the future. Almost almost in such cases, he will suffer persecution, for the world does not like to be jerked out of its comfortable patterns of privileges and power. However, to insist that providence must have ordained this conflation is to take nothing away from the man himself. His spacious, supple intelligence, his personal charm, his firm grasp of substance and symbol and nuance and his capacity for engagement and empathy, his unflappable disposition, his quiet self-confidence, his talent for organizing, plus that silky oratory that never fails to connect  uplift and and inspire.

The name Obong Bassey Albert (OBA) needs no formal introduction in Akwa Ibom State. It has become the best selling brands in the annals of Nigerian political history. The Akwa Ibom born financial expert and immediate past commissioner for finance is known by all and sundry in Akwa Ibom state. His political dexterity and sagacity, his all-encompassing personality, in spite of his calm mien had already guaranteed him a large space in the hearts of Akwa Ibom people. This is evident in his overwhelming victory at the polls. In the euphoria of change, Obong Bassey Albert stepped into a new political arena as a Senator, howbeit with a differing song of ‘Change’. The 8th Senate did not know that Senator OBA’s addition to its fold will change the semantics of its members from the chest-beating ‘History and Pedigree’  to the contemporary axiom of ‘Brains and Vigor’, that, of course, had already been achieved for Nigeria.

Last December, at Christmas, Senator OBA displayed one of his signatures in the middle of a time that was unanimously described by Nigerians as ‘The worst Christmas ever’ OBA defied the yearnings of his personal treasury to supply gas free to the entire people of Uyo Senatorial District which he represents. This was indeed another show of extraordinary love for its people, and there is no doubt that Uyo Senatorial District has, for the first time, felt the impact of having a Senator, for George Bernard Shaw had noted that ‘One man who has a mind and knows it, can always beat ten men who haven’t and don’t’.

In recent times, the online media has become awash with senator OBA’S scholarship scheme for students of Uyo Senatorial District studying in tertiary institution. Due to the high level of chicaneries that is always the character of such magnanimity by politicians, some students developed cold feet. I visited the online blog, what I saw melted my heart. The blog is designed with a tincture of passion for service, I saw dedication and genuine commitment to the challenges confronting the Uyo Senatorial District, I saw an inspired sacrifice built on selfless service, I saw an icon reserved for request for assistance, I saw a sense of brotherhood built on genuine love. It is often said that every war has it turning point, the definitive turning point for the students of Uyo Senatorial District is having OBA in the senate, and like a fine wine, senator OBA will get better with more political responsibilities.

On online media, Senator OBA does not hide his passion for service to his people, you will see him taking out time in his busy schedule to post on his personal account, almost appealing to Uyo Senatorial students to apply for the scheme. He educates them on the proper passport to use and other regular filling of the form, while also assuring the defaulters that they will not be screened out based on that mistake.

With the above observation, it could be concluded that, the Senator representing Uyo Senatorial District has set the pace in empowerment in Akwa Ibom State, and has led the pack of other Senators in grass-root development and programmes. Akwa Ibom will be better off than this, if the other two Senators follow suit.

DICKSON'S INORDINATE APPOINTMENTS AND UNPAID BAYELSA STATE CIVIL SERVANTS

Bayelsa state, the smallest state in Nigeria in terms of size and population has been making headlines in recent times for all the wrong reasons. From kidnapping, pipeline vandalism, sea piracy, abduction, cultists, armed robbery and now, unpaid civil servants salary. The most recent,  coming from PUNCH newspaper with rider: "unpaid salaries, Bayelsa Civil Servants turn  to begging for survival" on April 14, 2016.

With huge and enviable allocation over the years from the federal government such as Bayelsa,  it is a thing of shame indeed coming from an oil producing state. It is no doubt that the governor admitted during the 2015 electioneering period that the state owes civil servants, he however attributed blame to the Federal Government for trimming the state allocation down to N2.9billion in January this year. The governor did not just recline on the wall to count his loss, he has swiftly acted in his bid to reposition the lost glory of the state. A drive through the Yenagoa metropolis and you can instantaneously behold a garbage free city on our roads and streets. Such ugly sites have characterized the state in recent times.

Such mammoth refuse dumps used in decorating our roads in lieu of flowers have been excavated by the necessity of the burial of the late governor general who was only recently laid to rest that attracted dignitaries into the state.

Another obvious aspect of the state life that the Governor has tried is the aspect of crime in the state. This Dickson's administration has reduced crime from the zenith of its occurrence to the nadir of such occurrence. Giving the precarious economic situation of Nigeria, some think it is a situation capable of driving a society from its state of equilibrium to a state of chaos. No doubt, crime in Bayelsa state has reduced to its barest minimum. Could it be as a result of the body language of the governor or because the main opposition party in the state is divided in intra party lines, hence the reduction of crime in the state? It is left for you to swallow and disgorge your opinion later as it is a thing to ponder for another day.

But, just this binary highlights of an administration that is currently five years old cannot overshadow the many short comings of the Governor’s second term in office.

One cannot satisfactorily aver the blueprint of this administration or the destination Henry Seriake Dickson is driving the Claphman Omnibus with his policies to, as he campaigned without any manifesto likewise many other governors in the county, neither are we able  to make sense out of the appointments the governor now revel in making in recent times. Such appointment on SA on Events makes a mockery of an administration laced with the responsibility of repositioning the lost glory of the state, attract investors, pay renumetation to civil servants, pay students bursary to mention but a few.  The governor have not commissioned any project and it doesn't seem likely he will.
The most worrisome of all the challenges faced by this administration is owing of civil servants salary. And for the governor to make verification as a 'condition precedent' before civil servants can be paid is callous on his part and highly inconsiderate.

Only sycophants will applaud the governor for such decision as he claims it is an attempt to strip the 45,000 civil servants workforce in the state off 'ghost workers' who have expert the antics of hemorrhaging our till for the  benefits of syndicate few.

The task to rid Bayelsa state civil service off ghost workers did not start today. The exercise could be traced as far back as 2003, but started making considerable progress in 2009, under Chief Timipre Sylva administration the then Governor of the state,  with the introduction of the Due Process and E-governance Bereau, under the able chairmanship of Mr. Von Kemeadi who estimated the Bayelsa state civil service force to be around 54,443 and the governments encumbrances culminating to N4.2billion monthly.

The issue of ghost workers indeed strikes fear in our heart as we know how much these syndicates have bled our States finance and the amount and measures government have put in place to cure this malady, the problem is that years after years, every successive administration is confronted with the task of ridding the state's civil service off ghost workers and the claim made by each successful administration is that considerable progress is made and people get arrested. Yet the question remains, who are the syndicates of this treacherous crime and how come nobody has been convicted for the crimes. If any progress has been recorded at all against such illegal means of hemorrhaging the Commonwealth, why is the business of ghost workers still attractive  and people still get involved in it?

Also, the continuous blaming of the federal government for the state government inability to offset state civil servants salary is a complete dereliction of her responsibility. For a state that generated N700million as Internal Generated Revenue (IGR) for the fiscal year of 2015 according to the Nigerian Bereau of Statistics report against the N300million claimed by the Governor for the fiscal year of 2015 in an attempt to continuously mislead the unsuspecting public to be unable to pay it's civil servants is a shame to the current administration and a direct consequence of dependence on the federal allocation without any innovative ideals to improve the lots of the state.

How long can Bayelsa state civil servants endure such excruciating conditions before embarking on an industrial strike, only time will tell. Is the glass half full or half empty for Bayelsa state?
